Eurasia Development expert
Konstantin Matveyenkov, together with
Anastasia Tolstukhina, an expert at the Russian International Affairs Council (RIAC), published a working paper on the Russian International Affairs Council platform.
Over the past few years, a long-term trend toward the regulation of technology giants has become clearly visible in many countries around the world. The authors of the working paper sought to bring greater clarity to recent key changes in Big Tech regulation both at the international level and in the EU, the United States, China and Russia, as well as to show how governments are taking different approaches to finding a regulatory balance between freedom and security, and between the development of digital ecosystems and healthy competition.
The authors also analyzed how digital platforms themselves have responded to regulators’ actions and assessed the prospects for developing universal international norms and rules for the industry.
