Andrey Prokhorovich Speaks at the International Conference “Business Dialogue with China in the New Era” at the Financial University
December 5, 2025
On December 5, 2025, Andrey Prokhorovich, Managing Partner of Eurasia Development Group, took part in the plenary session of the International Scientific and Practical Conference “Business Dialogue with China in the New Era,” held at the Financial University under the Government of the Russian Federation.
Andrey Prokhorovich: China as a Center of Green Technologies and a Source of Capital for Russian Projects

In his speech at the plenary session, Andrey Prokhorovich focused on China’s role as a global leader in the energy transition and on opportunities for Russian companies in this segment. According to him, by 2060 China plans to invest trillions in low-carbon energy and related infrastructure. Joint projects in low-carbon hydrogen and green ammonia could allow Russia to move from simply exporting raw materials to creating joint value chains.

A separate part of the speech was devoted to instruments for accessing China’s capital market, which remains one of the few available sources of relatively inexpensive capital for Russian companies. Andrey Prokhorovich briefly described the QFLP and QFII investment regimes and the issuance of Panda bonds. He separately noted that Chinese companies are prepared to participate in Russian projects as EPC contractors, including under EPC+F arrangements, and that several Chinese partners have recently approached the Eurasia Development team with such proposals.

Speaking about the technology agenda, he noted growing interest in joint projects in high technologies — from artificial intelligence and industrial robotics to new projects involving the processing of rare earth metals. These areas were identified as natural entry points for Russia-China projects, combining Russia’s substantial resource potential with the advanced capabilities of the Chinese side.

“In this combination, China acts as a center of technology and capital, while Russia is a key partner in resources and industrial development,” Andrey Prokhorovich emphasized.
Key Points from Other Participants in the Plenary Session

The speech by Andrey Prokhorovich was complemented by representatives of government bodies, business and academia, who placed the Russia-China cooperation agenda in a broader context.

  • Pavel Seleznev, Dean of the Faculty of International Economic Relations at the Financial University and moderator of the plenary session, emphasized that Russia-China relations have reached an unprecedented level of strategic partnership, requiring a systematic combination of academic research, business initiatives and investment projects.

  • Li Zheng of the Huaming China International Investment Corporation, Professor of Industrial Management and Vice President for International Partnerships at Shanghai Danji University, and Mike Danilovich, Director of the Stockholm Center, emphasized in their welcoming remarks the importance of new partnership formats and the exchange of business ideas at platforms such as the Financial University as a foundation for long-term projects between Russia and China.

  • Liu Jun, Minister Plenipotentiary of the Embassy of the People’s Republic of China in the Russian Federation, confirmed in a video address the Chinese side’s interest in expanding dialogue with Russian academic and business circles and emphasized the role of such conferences in strengthening political and economic trust between the two countries.

  • Galina Kulikova, First Deputy Chair of the Russian-Chinese Friendship Society, together with Andrey Tolstikov, Deputy Chairman of the Russian Chamber of Commerce and Industry Council on Financial, Industrial and Investment Policy, and Pavel Ustyuzhaninov, Executive Secretary of the Russian section of the Russian-Chinese Chamber, emphasized the need for the systematic development of international cooperation in education, technology and interregional ties as a key condition for achieving new economic objectives and strengthening multilateral dialogue.

  • Yulia Vlasova, Head of Commercial Equipment Sales at the international company Haier, and Liang Meng, Senior Researcher at China National Petroleum Corporation (CNPC), presented a practical business perspective on technological development, the localization of solutions in Russia and the use of joint Russia-China projects in industry and energy.

  • Representatives of the academic community — Ilya Ilyin, Dean of the Faculty of Global Studies at Lomonosov Moscow State University, and Arasha Bolaev, Vice President for Scientific, Technological and International Cooperation at the International Academy of Natural History — focused on global trends toward multipolarity and the role of science and university centers in shaping the long-term agenda for Russia-China cooperation.

For Russian companies that view China as a source of technologies, capital and partnerships, such presentations provide not only up-to-date analysis, but also an understanding of the Chinese market.

The Eurasia Development team is ready to support partners from an initial assessment of the potential of the China direction to transaction structuring in green energy, rare earth metals and access to China’s capital market.
