China’s Green Transition Study

Q2 2024
Eurasia Development Group: China is the global leader in energy transition investment, while its national “30/60” targets are setting the pace for the decarbonization of key sectors.

China’s climate initiatives are shaping the global energy transition by combining large-scale investment with regulatory reforms.

The study provides an overview of the comprehensive transformation of China’s economy from the perspective of regulation and sustainable development strategies, as well as the functioning of key decarbonization instruments, including the emissions trading system (ETS), green certificate mechanisms, and practical cases of renewable energy and CCUS deployment in key regions of China.
Key Findings
  • China accounts for approximately 39% of global clean energy investment — $818 billion in 2024, exceeding the United States by 242%.
  • The “30/60” targets envisage peaking CO₂ emissions before 2030 and achieving carbon neutrality by 2060; more than 200 regulatory acts have been adopted since 2020.
  • The five largest utility groups (“Big Five”) remain among the largest sources of emissions, while actively deploying CCUS and renewable energy technologies.
  • The share of new energy vehicles (NEVs) in the vehicle fleet is planned to reach 20% by 2025, while cement and steel production are transitioning toward low-carbon technologies.
  • China’s national ETS covers more than 2,200 energy companies, while the CCER mechanism and green certificate markets have reached volumes of tens of billions of yuan.

Market Drivers
Rapid economic growth and rising CO₂ emissions are prompting the government to introduce strict climate targets and emissions trading mechanisms, while encouraging private investment in green technologies through subsidies and preferential lending.
What This Means for Russian Companies
  • Opportunities to import a broad range of equipment from China for the sustainable development of Russian industrial enterprises.
  • Alignment of ETS infrastructure and emissions verification systems.
  • Investment in Chinese climate-tech startups and clean energy funds to diversify portfolios and facilitate technology exchange.
Expert Commentary “China is demonstrating an unprecedented scale of climate reforms and technology deployment — from emissions trading to green certificates — and Russian companies could effectively adopt these solutions for their own decarbonization projects,” says Andrey Prokhorovich, Founder of Eurasia Development Group.
